BOISE, ID – The Idaho Public Utilities Commission has scheduled online workshops and a technical hearing to gather input on Avista Utilities’ proposal to raise electric and natural gas rates for residential customers. The proposed rate increases would take effect in two phases beginning September 1, 2025, and again in September 2026, if approved.
For electric service, Avista is seeking a 14.7% increase in 2025 for residential customers who use an average of 939 kilowatt hours per month. This would raise their monthly bill from $104.30 to $119.66. The utility is also proposing to increase the basic monthly charge from $20.00 to $25.00. In 2026, a second increase of 5.3% would raise the same customer’s monthly bill to $126.02, with the basic charge increasing to $30.00.
For natural gas, Avista proposes a 10.4% increase in 2025 for customers using an average of 66 therms per month, raising bills from $60.63 to $66.92. A second increase in 2026 would add 1.3%, raising the average bill to $67.80.
Avista stated that the proposed rate changes are needed to cover rising costs in infrastructure investment, operations, maintenance, and administrative expenses.

A technical hearing is scheduled for Wednesday, July 23, from 9:00 a.m. to 5:00 p.m. MDT at the Commission’s Boise office (11331 W. Chinden Blvd., Building 8, Suite 201-A). If necessary, the hearing will continue on Thursday, July 24.
