Idaho Insurance Department Issues Guidance on No-Cost Breast Cancer Screenings Under New Law

BOISE, ID – The Idaho Department of Insurance has issued Bulletin 25-03 to help health insurers comply with House Bill 134, a new law requiring no-cost supplemental breast cancer screenings for eligible individuals. The law was signed by Governor Brad Little on March 24, 2025, and goes into effect on January 1, 2026.

Under the new requirements outlined in Idaho Code Title 39, Chapter 23, health benefit plans must cover the full cost of one annual supplemental breast screening for individuals identified as having an increased risk of breast cancer. These services must be provided by in-network providers, with no patient cost-sharing such as deductibles, copayments, or coinsurance.

While the law mandates no-cost coverage for one annual supplemental screening, insurers may still apply standard cost-sharing to other breast imaging services, including more frequent screenings or services performed by out-of-network providers.

Insurance companies must update their plan documents and notify members of the new benefits before January 1, 2026.

“House Bill 134 will help Idahoans access the critical preventive services they need,” said Department Director Dean L. Cameron. He expressed gratitude to legislators and Representatives Brooke Green, Dori Healey, and Ilana Rubel for sponsoring the bill.

“Early detection saves lives, and I’m thrilled to have helped pass this impactful legislation that will make life-saving care more affordable and accessible for so many Idaho women,” added Rep. Green.
