MOSCOW, ID – The City of Moscow has approved a one-year licensing agreement with Pheenix USH, LLC—operating as “Spin”—to launch a new shared mobility program featuring app-based e-scooters. Deployment of the scooters is scheduled to begin on Friday, June 13.
According to city officials, the program comes at no cost to taxpayers, as Spin is paying an annual license fee to operate within city limits. The program will be monitored over the next year, with the City Council set to review its performance and determine whether to renew the agreement after the term ends.
To enhance safety and reduce congestion, Spin scooters will be restricted from operation and parking in designated areas, including portions of the University of Idaho campus and downtown Moscow. The devices are designed to deactivate or become limited in these zones. Maps of restricted areas are available on the City’s website.
