TWIN FALLS, ID – A 21-year-old Twin Falls man has been arrested following a months-long investigation into suspected child sexual exploitation.
According to a press release from the Twin Falls Police Department, detectives were alerted in April 2025 through a CyberTipline report from the Internet Crimes Against Children (ICAC) Unit of the Idaho Attorney General’s Office. The tip involved Child Sexual Abuse Material (CSAM) being uploaded or downloaded by a local individual.
Following the tip, investigators served multiple search warrants to various online platforms and discovered that the suspect was in possession of images and videos containing CSAM involving children between the ages of 2 and 17. Authorities say the individual also manufactured CSAM, distributed the material to others, and solicited minors online.
Clayton Palmer was arrested on July 7 and arraigned the following day on three felony counts of Sexual Exploitation of a Child under Idaho Code 18-1507(2)(a), (c), and (d). He is being held on a $1 million bond.
The investigation remains active. Police remind the public that all suspects are considered innocent until proven guilty in a court of law.
