BOISE, ID – In a move aimed at strengthening statewide emergency preparedness, the Idaho Bureau of Emergency Medical Services (EMS) officially transitioned to the Idaho Military Division (IMD) on July 1, 2025.

The shift, authorized by House Bill 206 and approved during the 2025 legislative session, transfers EMS responsibilities from the Idaho Department of Health and Welfare to the Idaho Military Division. The move is designed to streamline emergency operations, improve coordination, and address long-term challenges such as staffing and sustainability within Idaho’s EMS system.

Maj. Gen. Tim Donnellan, Adjutant General of Idaho, said the transition enhances the division’s commitment to public safety. “We’re excited to welcome EMS into IMD and look forward to the incredible impact we can make together for communities across the state,” he stated.

The EMS Bureau oversees a variety of programs, including statewide EMS licensing, StateComm dispatch, and the Time Sensitive Emergency program. While StateComm will remain in Meridian, EMS operations are relocating to Gowen Field in Boise to better align with Idaho’s emergency management efforts.

As part of the transition, increased grant funding has been approved for nonprofit and governmental 911 response agencies to support staffing and operational needs.

EMS Bureau Chief Wayne Denny emphasized the importance of this shift for Idaho’s diverse geography and emergency needs. “This transition will help maintain and continue to improve strong partnerships with healthcare providers, emergency responders and public health professionals across the state,” he said.

The IMD and EMS leadership are working closely with the Governor’s Office and other stakeholders to ensure a smooth and effective integration. Officials say the change reflects a commitment to enhancing emergency response services and protecting the health and safety of Idaho residents now and in the future.
