Attorney General Labrador Joins Bipartisan Effort Against Deepfake Exploitation

BOISE, ID – Idaho Attorney General Raúl Labrador has joined a bipartisan group of 47 state attorneys general in urging major technology companies to take stronger measures against the spread of deepfake nonconsensual intimate imagery (NCII).

In letters sent to search engines and payment platforms, the coalition called for new safeguards to prevent the creation and distribution of computer-generated sexually explicit content. The attorneys general emphasized that current measures fall short, pointing to industry practices that already restrict access to harmful searches such as those related to self-harm or bomb-making.

The request to search engines includes warnings and redirection when users attempt to access or create deepfake pornography. Payment platforms were asked to block financial transactions tied to sellers of deepfake NCII content.

Labrador stated that such imagery disproportionately targets women, girls, and children, and described it as a form of exploitation that undermines personal dignity and safety. A cited report found that 98 percent of fake videos online fall into this category.

Cases of deepfake exploitation have been reported globally, including incidents involving celebrities and teenagers in the United States and abroad. While women and girls remain the most frequent targets, men and boys have also been victimized.

The Idaho Internet Crimes Against Children (ICAC) Unit, which partners with law enforcement agencies at multiple levels, continues to investigate and prosecute crimes involving online exploitation.
