SPOKANE VALLEY, WA — A Spokane Valley Deputy’s alert observation during a routine patrol led to the arrest of two individuals with active felony warrants and a driver suspected of impairment.
At approximately 7:10 p.m., the deputy spotted a silver Chrysler 200 on Pines Road, which resembled a vehicle that had fled from deputies the night prior. After running the vehicle’s license plate, he confirmed that the registered owner, 32-year-old Cody T. Spolar, had an active felony warrant from the Washington State Department of Corrections for escape from community custody related to a second-degree assault charge.
The deputy conducted a traffic stop in a parking lot near Pines Road and Mansfield Avenue. Four adults were inside the vehicle. Spolar was confirmed to be among them and was arrested on the DOC warrant.
Another passenger, 24-year-old Josephine A. Kelly, was also found to have a felony warrant for second-degree burglary, along with three unrelated misdemeanor theft charges. Her total bond was set at $2,000.
The driver, 37-year-old Courtney R. Madsen, showed signs of impairment during field sobriety testing. Deputies obtained a search warrant for a blood draw and placed her under arrest on suspicion of driving under the influence. Drug paraphernalia was also seen in the vehicle, which was seized pending a search warrant.
The fourth occupant, an adult male, was not charged and was released at the scene.
All three arrested individuals were booked into the Spokane County Jail. Spolar remains held on a no-bond felony warrant.
