BOISE, ID — The Idaho Attorney General’s Office has secured a judgment and permanent injunction against Arenal Outdoor Center and its owner, Keith Craig Fletcher, after years of consumer protection concerns tied to unrefunded vacation packages, bounced checks, and other alleged fraudulent practices.
According to the announcement, Fletcher has a long pattern of opening outdoor recreation and travel-related businesses, closing them as complaints mounted, and reopening new ventures under different names. Despite multiple reports filed with state and local agencies over the years, officials said few penalties resulted until now. The new judgment permanently prohibits Fletcher from offering travel-related goods or services within the state of Idaho.
Attorney General Raúl Labrador said the injunction reflects extensive investigative work by the Consumer Protection Division.
“Idaho has amazing opportunities for outdoor recreation and it’s shameful that an unscrupulous and greedy operator would ruin that great experience for so many people,” Labrador said in the statement.
The Attorney General’s Office also issued guidance for residents booking guided trips, recreation packages, or vacation services. Officials recommend researching companies thoroughly, reading independent reviews, checking business registrations, and verifying required licenses. They also cautioned that professional-looking marketing materials are not proof of legitimacy.
The office said the judgment underscores its ongoing consumer protection efforts and its commitment to pursuing businesses that operate outside state law.
