Pullman Names Frank S. Mulcahy as Next Public Works Director

PULLMAN, WA — The City of Pullman has offered Frank S. Mulcahy, P.E., the position of Public Works Director, tapping a leader with more than 25 years of experience in public works, engineering, and major capital project delivery.

Mulcahy spent 20 years as a Naval Officer before serving as Public Works Director for San Juan County, Washington, from 2011 to 2014. He later held deputy public works officer roles at Naval Air Station Lemoore in California and Naval Air Station Whidbey Island in Washington, overseeing teams of up to 200 employees and managing capital programs exceeding $50 million annually.

He holds master’s degrees in National Security and Strategic Studies and Construction Management, as well as a civil engineering degree from the Virginia Military Institute. Mulcahy is also an instrument-rated private pilot and a Certified Member of the American Association of Airport Executives.

“My son and I live in Pullman and are personally invested in the city’s success,” Mulcahy said. “I look forward to providing steady leadership, fiscal stewardship, and collaborative engagement as we move into Pullman’s next chapter.”

The Pullman City Council will consider Mulcahy’s appointment during its Dec. 16, 2025 meeting. If confirmed, he will begin the role on Jan. 12, 2026.
