Two Southern Idaho Men Sentenced for Illegal Bighorn Sheep Hunts

POCATELLO, ID – Two men were sentenced in federal court for violations of the Lacey Act, U.S. Attorney Bart Davis announced.

Jerrod Randall Farr, 54, a licensed outfitter and owner of White Cloud Outfitters, and Michael Timothy Scott, 68, a licensed guide and former outfitter, were charged for illegal hunting activities involving Rocky Mountain bighorn sheep in the Salmon-Challis National Forest. The area is closed to commercial guiding. Farr sold and facilitated hunts, while Scott acted as a guide. Bighorn sheep were transported to Idaho, Utah, and Alaska.  Both men are residents of Challis, Idaho.

In 2024, Farr was indicted on five counts, including two Lacey Act violations, two counts of providing false information to a Forest Service officer, and one count of conducting work without a special-use authorization. Scott was indicted on two counts of Lacey Act violations. Both pleaded guilty to one Class A misdemeanor count of violating the Lacey Act.

The Lacey Act is a federal law designed to prevent crimes involving wildlife, including both domestic and international trafficking.

On November 6, 2025, Farr was sentenced to two years of probation. During this time, he is prohibited from hunting, guiding, outfitting, or profiting from such activities. He was also ordered to pay a $9,500 fine to the Lacey Act Reward Fund and $15,000 in restitution to the Idaho Department of Fish and Game.

Scott received a four-year probation sentence on November 24, 2025, with the same restrictions on hunting and guiding. He was also ordered to pay a $9,500 fine to the Lacey Act Reward Fund and $15,000 in restitution to the Idaho Department of Fish and Game.

U.S. Attorney Davis commended the work of the U.S. Fish and Wildlife Service and Idaho Fish and Game for their investigation. The case was prosecuted by Assistant U.S. Attorneys Justin Paskett and Christian Nafzger.
