KAMIAH, ID – Idaho State Police Regional Communications Officer Thomas Conrad and Senior Regional Communications Officer Jamielyn Rupe have been recognized for their critical role in the safe recovery of a kidnapping victim and the arrest of a suspect in June.
On June 16, 2025, law enforcement was alerted to a welfare concern involving a young woman at a local business. The woman indicated she was not safe but left the location before officers arrived, leaving behind only limited information, including a phone number and a photo with an unknown male.
Conrad and Rupe worked quickly to identify the individuals and determine the victim’s possible whereabouts. Through careful review of available information and law enforcement resources, they connected key details that led officers to a residence in Kamiah.
Because of credible threats and the risk to both the victim and officers, the Idaho State Police SWAT team was dispatched. During the response, the victim was able to free herself and escape immediate danger. The suspect was later taken into custody and charged with kidnapping.
ISP Trooper Welling praised the dispatchers, saying, “What they did was simply outstanding. They are force multipliers, enabling troopers on the road to do their jobs effectively. Without their work, the victim would have remained in serious danger.”
In recognition of their professionalism, persistence, and commitment to public safety, Conrad and Rupe were presented with Distinguished Achievement Awards by the Idaho State Police.
