Idaho Lawmaker Wendy Horman Appointed to Lead Federal Child Care Office

WASHINGTON, D.C. — The U.S. Department of Health and Human Services’ Administration for Children and Families has appointed former Idaho state lawmaker Wendy Horman as director of the federal Office of Child Care.

The appointment was announced Friday. Horman joins the Administration for Children and Families after serving 13 years in the Idaho House of Representatives, where she also served as co-chair of the Joint Finance-Appropriations Committee. During her tenure, she focused on budget transparency, accountability, and policies aimed at expanding parental choice in education, according to the agency.

As director, Horman will lead the Office of Child Care within the Office of Early Childhood Education. In that role, she will oversee administration of the Child Care Development Fund, the nation’s largest federal child care assistance program, which provides funding to states to help low-income families access child care services.

Administration for Children and Families Assistant Secretary Alex J. Adams said Horman’s experience in state budgeting and education policy positions her well to lead the office.

Horman said she looks forward to continuing work on behalf of children and families at the federal level, with a focus on transparency, reducing barriers, and ensuring child care funding delivers measurable outcomes.

Horman earned a bachelor’s degree in political science from Brigham Young University-Idaho. She and her husband have five children and nine grandchildren.
