Idaho man arrested following investigation into alleged sexual assaults and video recordings

MERIDIAN, ID — A Meridian man has been arrested and charged with multiple felonies following an investigation into alleged sexual assaults involving an incapacitated adult female.

According to the Meridian Police Department, detectives received a tip that an adult male was posting videos on the social media platform Telegram that appeared to show him engaging in sexual activity with an incoherent and incapacitated woman. Police identified the man as 50-year-old Thomas Spencer, a Meridian resident.

Police said investigators were later able to identify the adult female depicted in the videos. According to authorities, the woman did not consent to the activity, was unaware the videos had been recorded, and reported having no recollection of the incidents.

During the investigation, police said they learned Spencer was allegedly receiving pharmaceutical controlled substances through the mail from individuals he interacted with on Telegram. Authorities stated Spencer admitted to using those substances to incapacitate the victim on multiple occasions over a five-year period, allowing the alleged assaults to occur.

Spencer was arrested on February 6 and booked on five felony counts of rape and five felony counts of video voyeurism. Police said the investigation is ongoing and additional charges may be possible.
