Man Arrested After Alleged Stolen Vehicle Pursuit Ends in Crash in Costco Parking Lot

CLARKSTON, WA — A 51-year-old man was arrested Wednesday morning after police say he allegedly fled from officers in a stolen vehicle and crashed in the Costco parking lot, according to court documents.

According to a probable cause affidavit filed in Asotin County Superior Court, Clarkston Police were notified around 10:26 a.m. on March 11 that a stolen vehicle had crossed the Southway Bridge from Lewiston into Asotin County. The vehicle was described as a black 2014 Jeep Grand Cherokee with Idaho license plates that had been reported stolen from Lewiston.

An officer reported locating the vehicle near Bridge Street and Fifth Street in Clarkston. When the officer attempted to initiate a traffic stop with emergency lights and sirens activated, the driver allegedly failed to yield and continued driving.

Court documents state the vehicle entered and exited the Albertsons parking lot before traveling northbound on Third Street at a speed estimated around 43 mph in a posted 25 mph zone. The driver allegedly failed to stop at a stop sign at Fair Street and Third Street before entering the Costco parking lot at a high rate of speed.

Police allege the vehicle struck bumps in the parking lot and briefly drove into oncoming traffic after turning onto Fifth Street. The vehicle then returned to the Costco parking lot, where the driver allegedly attempted to maneuver through parking stalls and around gas pumps before losing control and crashing into a tree.

According to the affidavit, the driver exited through the rear hatch of the vehicle and was taken into custody after following officers’ commands. Emergency medical services responded and evaluated the driver at the scene.

Police identified the driver as Arthur Jason Powell, 51.

Investigators allege Powell told officers he ran because he was scared. According to the affidavit, Powell also told police he found the vehicle at the Lewiston mall with the keys inside and decided to take it because he was tired of walking. Officers reported Powell also stated he did not have a driver’s license.

Authorities noted Powell had reportedly been released from an Idaho Department of Correction facility in Orofino on March 5, according to the affidavit.

Powell was booked on suspicion of possession of a stolen vehicle, reckless driving, and driving with a suspended license in the third degree, according to court documents.

A judge determined probable cause exists for the charges, though the allegations have not been proven in court. Court documents indicate the incident—from the initial report of the stolen vehicle crossing the Southway Bridge to Powell’s arrest—unfolded within minutes late Wednesday morning.

No injuries were reported in the incident.
