Senate Advances DHS Funding Deal After 42-Day Shutdown

WASHINGTON, D.C. – The U.S. Senate has moved a step closer to ending the partial shutdown of the Department of Homeland Security after advancing a late-night funding agreement.

Lawmakers unanimously approved the measure early Friday morning, 42 days into the shutdown tied to disputes over immigration enforcement.

The proposal would restore funding for most of the department but excludes funding for U.S. Immigration and Customs Enforcement and parts of U.S. Customs and Border Protection.

The agreement reflects priorities pushed by Senate Democrats and Senate Minority Leader Chuck Schumer, who said the deal matched what his caucus had sought during negotiations.

“This is exactly what we wanted,” Schumer said, adding that Democrats had maintained a unified position throughout the standoff.

Senate Majority Leader John Thune said Republicans had attempted for weeks to pass broader funding legislation that included the entire department. He described the agreement as likely the party’s final offer to resolve the shutdown.

Thune also noted the deal does not include policy changes related to immigration enforcement that Republicans had sought.

The measure now heads to the U.S. House of Representatives, where its outcome remains uncertain. House Republicans have expressed concerns about excluding funding for key immigration agencies tied to former President Donald Trump’s enforcement priorities.

The Senate action followed multiple failed attempts to pass a funding bill, with Democrats blocking several previous proposals.

Amid the ongoing shutdown, Trump also announced plans to sign an emergency order to ensure Transportation Security Administration workers continue to be paid, as airports nationwide have experienced long lines and delays.

The House is expected to take up the Senate measure as lawmakers continue efforts to bring the shutdown to a close.
