Bill Would Ban Bulk Lottery Ticket Purchases in Idaho

BOISE, ID – A bill introduced during the 2026 Idaho legislative session would prohibit large-scale purchases of Idaho Lottery tickets and give the lottery authority to deny prizes tied to bulk buying.

House Bill 504, introduced this week in the House State Affairs Committee, proposes changes to Idaho Code that would ban what the legislation defines as “bulk purchase transactions.” Under the bill, a bulk purchase would be any purchase of lottery tickets exceeding $5,000 within a 24-hour period, whether made in a single transaction or multiple transactions, and whether at one location or several. The definition also includes purchases made by individuals “acting in concert,” such as coordinating purchases or pooling funds to exceed the limit.

If approved, the bill would allow the Idaho State Lottery to deny payment of any prize it determines was purchased as part of a prohibited bulk transaction. The lottery would also be authorized to investigate suspicious purchasing patterns using tools such as video surveillance, transaction records, and witness statements. The bill states that the lottery’s determination of a violation would be final and binding.

The proposal also outlines penalties for lottery retailers who knowingly facilitate bulk purchases. Those penalties could include suspension or termination of the retailer’s contract and certificate of authority, as well as other sanctions allowed under rule or statute.

In addition to the bulk purchase provisions, the bill makes a series of technical changes to existing lottery statutes, including updating definitions, redesignating code sections, and revising reporting requirements. It also clarifies audit and reporting obligations for the lottery commission and maintains existing caps on administrative and advertising costs.

The legislation, if passed, would take effect July 1, 2026.
