USDA launches online portal for reporting foreign-owned agricultural land transactions

WASHINGTON, D.C. — The U.S. Department of Agriculture has launched a new online portal intended to streamline the reporting of transactions involving U.S. agricultural land held by foreign persons under the Agricultural Foreign Investment Disclosure Act of 1978 (AFIDA).

According to the agency, the portal is designed to improve compliance and enforcement of existing federal reporting requirements related to foreign ownership or interest in agricultural land. The system allows users to submit disclosures electronically using Login.gov, a federal sign-in service, and collects the same information required on the current paper Form FSA-153. Filers may continue to use the paper form, but are advised not to submit duplicate filings through both methods.

USDA officials said the portal supports ongoing efforts tied to the National Farm Security Action Plan, which focuses on strengthening oversight and verification of foreign interests in U.S. farmland. Brooke Rollins, the current U.S. Secretary of Agriculture, said the portal is intended to increase transparency and improve the accuracy of reporting related to foreign-held agricultural land.

The launch follows additional actions related to AFIDA, including an Advanced Notice of Proposed Rulemaking issued in December 2025. USDA also released its annual AFIDA report for 2024, which shows foreign entities held approximately 46 million acres of U.S. agricultural land as of Dec. 31, 2024. The report includes information on land held or acquired in recent years by China, Russia, Iran, and North Korea.

AFIDA requires foreign persons, as defined under federal regulations, to report acquisitions, transfers, or holdings of U.S. agricultural land to the Secretary of Agriculture. The information collected is used to prepare an annual report to Congress, which is published online.

The portal is now available to the public, and USDA said it is part of broader efforts to modernize electronic submission and recordkeeping processes required under federal law.
