WASHINGTON, D.C. – TikTok announced Thursday that it has formally established TikTok USDS Joint Venture LLC, a majority American-owned entity created to comply with a September 2025 executive order signed by Donald Trump.

The company said the joint venture is intended to allow TikTok to continue operating in the United States while addressing national security concerns related to data protection and content moderation .

According to the announcement, TikTok USDS Joint Venture LLC will oversee U.S. user data, app security, and the platform’s recommendation algorithm, with data hosted in a U.S.-based cloud environment operated by Oracle.

The joint venture will operate independently with a seven-member board and newly appointed leadership, and its safeguards will also apply to related apps including CapCut and Lemon8 .
