Idaho House Committee Advances Bill to Clarify SNAP Food Definitions

BOISE, ID – The Idaho House Health and Welfare Committee voted Thursday to send legislation clarifying which foods can be purchased with Supplemental Nutrition Assistance Program (SNAP) benefits to the full House with a do-pass recommendation.

House Bill 903 updates the state’s definitions of “candy” and “soda” under Idaho law. The bill specifies that candy does not include baked goods, fruit snacks made with real fruit, trail mix, granola or protein bars, or ingredients used in baking. Soda would exclude beverages containing milk or milk substitutes, fruit or vegetable juice greater than 50 percent by volume, sports drinks, oral rehydration solutions, or nutritional supplements.

If the bill becomes law, it would take effect July 1, 2026.
