Canadian Man Arrested in Connection to 2023 Central Oregon Homicide

BEND, OR. – Authorities in Bend have announced the arrest of a Canadian citizen in connection with the 2023 homicide of 28-year-old Evelyn Jeanette Weaver.

Following an extensive investigation, Bend Police identified 25-year-old Cole Nikolaus Sinclair as a suspect in the case. Sinclair was taken into custody in Canada on December 17, 2024, under that country’s extradition procedures. He remains detained in Canada while extradition proceedings are underway.

Weaver was found deceased in her Bend residence in July 2023. Investigators determined she was a victim of homicide. Police said there is no current indication that Sinclair and Weaver knew each other prior to the incident.

The case remains open and active, and authorities are withholding additional details due to legal restrictions tied to the ongoing extradition process.

Bend Police expressed gratitude to the Oregon State Police Forensic Services Division, the Deschutes County District Attorney’s Office, and other assisting agencies for their support in the investigation.

Police have released a photo of Sinclair and are asking anyone who may have had contact with him to call nonemergency dispatch at 541-693-6911 and ask for Detective Sergeant Tommy Russell.
