Port of Lewiston Partners with Pivot Tech to Launch Community-Owned Fiber Network

 

LEWISTON, ID – The Port of Lewiston has announced a new partnership with Pivot Tech Development, Inc. to construct a fiber optic network that will ultimately be owned by the citizens of Nez Perce County and the City of Lewiston.

The project, designed as a public-private initiative, aims to enhance regional digital infrastructure by providing high-speed internet access, reducing the digital divide, and promoting economic growth. Unlike previous broadband efforts, this network will be built and operated by a newly created nonprofit, Confluence Communications, with community ownership planned after municipal bonds used for financing are repaid—an estimated 30-year timeline.

“This project represents a significant investment in our community’s digital future,” said Lewiston Mayor Dan Johnson. “By establishing this network, we’re ensuring that Lewiston has the infrastructure needed to thrive in an increasingly connected world.”

The network will feature open access architecture, allowing multiple internet service providers to use the system, preserving current provider agreements while enabling expanded services.

Officials say the fiber project is expected to support economic development by creating jobs, attracting new businesses, expanding remote work options, enhancing education, and supporting agricultural technology.

Construction is set to begin in the coming months, with initial service expected to launch by October 2025. The rollout will occur in phases, with regular community updates to follow.
