WASHINGTON, D.C. – U.S. Representative Russ Fulcher (R-ID) voted in favor of H.R. 3944, the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act for Fiscal Year 2026. The bill is the first appropriations measure passed by the U.S. House in the 119th Congress.
According to a statement from Fulcher’s office, the legislation provides funding for veterans’ health care, benefits, and the Department of Veterans Affairs (VA), while also directing investments toward military construction and readiness.
The measure includes provisions that aim to update VA processes, with the intent of improving the timeliness of care and benefit delivery to veterans. It also prohibits the VA from sharing certain private information about veterans with the FBI without a judge’s consent.
The bill includes language restoring prior restrictions on abortion funding at the VA, reversing policies enacted under the Biden administration. It also prohibits VA procurement from companies connected to the People’s Republic of China and allocates resources for new military infrastructure, including support for advanced weapons systems and Indo-Pacific deployments.
Additional funding is designated for veteran homelessness prevention programs, including the Bridging Rental Assistance for Veteran Empowerment initiative.
The bill now awaits consideration in the Senate.
