Idaho Regulators to Review Avista Rate Hike Compromise at July 23 Hearing

BOISE, ID – The Idaho Public Utilities Commission will hold a technical hearing on July 23 to review a proposed settlement in Avista Utilities’ electric and natural gas rate cases.

Avista initially sought approval to raise electric rates for the average residential customer by 14.7%, or about $15.36 per month, starting September 1, 2025. A second increase was proposed for September 2026, which would have added another 5.3% to monthly bills. The utility also proposed raising the monthly basic charge from $20 to $30 over the two years.

For natural gas customers, the original proposal included a 10.4% increase in 2025 and an additional 1.3% increase in 2026.

Under the proposed settlement, however, the utility would implement a 6.3% base electric rate increase in 2025 and a 4.5% increase in 2026, without raising the basic monthly charge. Natural gas rates would rise by 9.2% in 2025 but would slightly decrease by 0.4% in 2026.

The commission can approve, deny, or modify the proposed agreement.

Technical hearings provide an opportunity for parties involved in the case to cross-examine witnesses and present testimony. The hearing will begin at 9 a.m. (Mountain Time) at the commission’s Boise office, located at 11331 W. Chinden Boulevard, Building 8, Suite 201-A. Though scheduled to last the full day, the hearing may conclude early. A second day previously reserved for July 24 is no longer needed.
