Idaho Completes First Transport of Illegal Alien Criminals Under New Agreement

BOISE, ID – Idaho State Police have completed the first transport of illegal alien criminals as part of the state’s new agreement with U.S. Immigration and Customs Enforcement (ICE) under the 287(g) program, Governor Brad Little’s office announced Thursday.

The three individuals transported were identified as:

  • Alvaro Perez-Soto, of Mexico, in the United States since before 2008. Criminal history: battery–domestic violence with traumatic injury.

  • Tomas Prieto-Servin, of Mexico, in the United States since June 10, 1991. Criminal history: reckless endangerment, obstructing a public servant, attempted assault in the second degree, probation violation, and six separate convictions for driving under the influence.

  • Jaren Zuniga-Crus, of Honduras, in the United States since April 28, 2019. Criminal history: two convictions for possession of a controlled substance, false compartment to store controlled substance, and transport/sell narcotics/controlled substance.

According to the governor’s office, the individuals were taken from a local jail to an ICE-approved detention facility, where they await deportation to their countries of origin. All three were in the United States illegally and will be deported rather than released back into Idaho communities after completing their sentences.

The 287(g) program allows ICE to delegate certain immigration enforcement functions to state and local law enforcement officers under ICE’s direction and oversight. Idaho is using the Task Force Model, limited to taking and maintaining custody of individuals on behalf of ICE and transporting them to ICE detention facilities.

Governor Little has authorized the Idaho State Police to use up to $300,000 in emergency funds to carry out up to 100 transports over the next 12 months, with each transport to include multiple dangerous illegal alien criminals. This first transport follows ICE-required training for ISP troopers.

Little said the program is focused only on “the most violent and dangerous illegal aliens who have been convicted and have completed their sentences.”
