Deputies Arrest Three in Spokane Valley Burglary; K9 and Drone Help Track Fleeing Suspect

SPOKANE VALLEY, WA – Three suspects were arrested early Thursday morning following a reported burglary in progress in Spokane Valley, according to the Spokane County Sheriff’s Office. Deputies, assisted by a K9 unit and unmanned aerial system (UAS), located the suspects at and near the home.

At approximately 5 a.m. on October 2, deputies responded to a residence near South Dickinson Drive and South Winter Road after a caller reported two people breaking into a home that was supposed to be vacant. Upon arrival, deputies observed two suspects — identified as Jacob M. Parman-Todd, 34, and Kaitlyn L. Tucker (also known as Wright), 34 — inside the home.

Deputies issued commands for the occupants to come out with their hands visible. Tucker complied and was detained without incident. Parman-Todd ran from the home, fleeing down a nearby hillside. The homeowner confirmed that no one had permission to be in the residence and wished to press charges.

While deputies searched for Parman-Todd, they discovered a third suspect, Joseph A. Felix, 30, hiding inside a small bathroom cabinet. Felix was safely detained. Deputies reported finding drug paraphernalia throughout the home, including tinfoil, needles, and torches.

A K9 team and drone operator were deployed to help locate Parman-Todd, who was later found hiding beneath a deck at a nearby residence. After multiple warnings, he surrendered and was taken into custody without further incident.

All three suspects were booked into the Spokane County Jail on Residential Burglary charges. Parman-Todd and Felix were also held on unrelated felony warrants.

Tucker and Parman-Todd were later released on their own recognizance for the burglary charge by Spokane County Superior Court Commissioner J. Scharosch. Parman-Todd remains in custody on separate charges of identity theft, second-degree theft, and attempting to elude police, with bond set at $50,000. Felix was released to the Washington State Department of Corrections on an active warrant.
