State of Idaho Issues Request for Information (RFI) to Support Nuclear Development

BOISE, ID – The Idaho Governor’s Office of Energy and Mineral Resources (OEMR) has issued a Request for Information (RFI) titled “Nuclear Development Incentives.” The request seeks comprehensive input from industry leaders to better understand factors that influence location decisions and to identify initiatives that would make Idaho a preferred destination for nuclear investments.

Idaho is recognized as a national leader in nuclear innovation and is home to the Idaho National Laboratory (INL), the nation’s premier center for nuclear energy research and development. The state’s long-standing infrastructure, skilled workforce, and strong policy framework position it as an attractive location for companies looking to invest in nuclear energy. OEMR officials say the information gathered will help shape Idaho’s approach to future nuclear development opportunities.

The RFI aims to:

  • Identify key factors influencing site selection decisions
  • Understand infrastructure requirements and preferences
  • Assess regulatory and permitting considerations
  • Evaluate workforce and talent needs
  • Determine effective incentive structures
  • Explore partnership opportunities with state agencies and institutions
  • Gather input on potential barriers to investment

 

This effort continues the work of OEMR and Governor Brad Little to keep Idaho at the forefront of nuclear and energy innovation. In September, OEMR and the Idaho Strategic Energy Alliance released the Idaho Advanced Nuclear Strategic Framework. Shortly after, Governor Little announced the creation of the Advanced Nuclear Task Force during a Western Governors’ Association event at the Idaho National Laboratory.

Responses to the RFI are due by 5:00 p.m. MT on December 12, 2025. Interested companies can review the full document and submit responses electronically to comments@oer.idaho.gov with the subject line: “Request for Information – Nuclear Development Incentives.”
