Idaho State Police Proposes First Alcohol Licensing Fee Increase in More Than 70 Years

BOISE, ID — The Idaho State Police Alcohol Beverage Control (ABC) Bureau plans to introduce legislation in the 2026 session that would raise alcohol licensing and permit fees for the first time since before 1950. According to ABC Captain Rocky Gripton, the adjustments are needed to stabilize funding following recent changes to Idaho’s liquor license laws.

The draft legislation, RS32832C1, proposes updated fee structures across multiple sections of Idaho Code, affecting liquor, beer, and wine licenses as well as charitable event permits. If approved, the new fee schedule would take effect July 1, 2026.

Revenue Decline Drives Pro

ABC is funded through a dedicated account, relying primarily on license fees and liquor license transfer fees. Transfer fee revenue has dropped sharply since 2023 due to SB1120, SB1421, and amendments to Idaho Code §23-903, which restricted the transfer or sale of many liquor licenses. ABC says the proposed adjustments are necessary to maintain current service levels for industry members.

Proposed Fee Increases

The bill would raise nearly all alcohol-related licenses and permits. Examples include:

Liquor Licenses

  • Cities under 1,000 population: $300 → $480
  • Cities 1,000–3,000: $500 → $800
  • Cities over 3,000: $750 → $1,200

Special licenses — including those for golf courses, airlines, boat lines, and railroad service — would also increase proportionally.

Beer Licensing and Event Permits

  • Dealer license: $100 → $160
  • Retailer license: $50 → $80
  • Keg endorsement: $20 → $32
  • Charitable event permit: $20 → $32

Wine Licensing and Direct Shipping

  • Distributor, importer, and winery licenses: $300 → $480
  • Retail wine license: $100 → $160
  • Direct shipper registration fee for out-of-state wineries: $50 → $80
  • Direct shipper renewal fee: $25 → $40

Liquor Donations for Charitable Events

The bill adds a $50 permit fee for individuals or organizations applying to sell or dispense donated liquor at charitable events.

Additional Changes

The legislation updates application procedures, reporting requirements for charitable events, transfer fees for beer and wine licenses, and technical language throughout the code. It also includes a severability clause and an emergency clause activating the law on July 1, 2026, if enacted.
