Two Clearwater Region Instructors Honored for 45 Years of Hunter Education Service

LEWISTON, ID — Idaho Fish and Game has recognized two long-serving hunter education instructors for 45 years of volunteer service in the Clearwater Region.

David Owsley of Orofino and Mike Hallisey of Deary were honored for their decades of dedication to the state’s hunter education program. Both men became certified instructors in 1979, the same year hunter education became mandatory for all new hunters in Idaho.

Since the mid-1980s, Owsley and Hallisey have collectively certified more than 3,700 students. Owsley led 114 classes in Orofino, while Hallisey taught 39 courses in Deary. Their work was entirely volunteer-based, with the pair donating more than 3,000 hours of personal time to educate new hunters on safety and responsibility.

When presented with his award, Owsley credited his wife for her unwavering support, saying she “helped with every class” and was “just as deserving of this award.”

Though neither received financial compensation, Idaho Fish and Game noted that their influence has shaped generations of hunters. Many of their former students have since stepped into instructor roles themselves, continuing the legacy of education and stewardship they helped establish.

“The hunter education program would not be what it is without volunteers like Mike and David,” Idaho Fish and Game said in a statement. “We sincerely thank both of them and the hundreds of other instructors who dedicate their time each year.”
